Ministry of Social Affairs with Nasonal Development Planning Agency Develops National Integrated Social Welfare System

Thejakartatimes – Ministry of Social Affairs and National Development Planning Agency (Bappenas) develops National Integrated Social Welfare System (SKSTN).

SKSTN is a new initiative program to answer the availability of well-managed master data so that it can be used as national, regional, private, college and others. The development of SKSTN is carried out using the scheme of Cooperation between Government and Business Entity (KPBU).

“In the KPBU Infrastructure scheme, SKSTN is included in the information and telecommunication sector,” said Social Minister Khofifah Indar Parawansa in a Press Conference with Bappenas Minister Bambang Brodjonegoro on Friday (24/11).

Khofifah explained, SKSTN itself is a system of processing and presentation of national-scale data developed for the management of integrated social welfare databases. The scope covers the activities of collecting, processing, analyzing, presenting and disseminating data and information, where the core supporters are the Next Generation Social Sustainability Information System (SIKS-NG) currently being developed by the Ministry of Social Affairs.

The application of SIKS-NG, continued Khofifah, has been used in 236 districts / cities or as much as 45 percent of the total kabupaten / kota and 24,917 villages or 30 percent of the total villages / kelurahan. SIKS-NG is used to verify and validate data of program beneficiaries BPNT, KIS and PKH for program beneficiaries in 2018.

“The SKSTN will be the Social Welfare Data Referral Center, not only the government, but also accessible to national and international organizations, universities, research institutions and the like that will utilize integrated data for research, decision making, business, -other, “he explained.

With regard to the KPBU scheme used, Khofifah asserted that although the national project is done by involving the Business Entity, but the control function is still held by the Government.

Business Entity plays a role in developing Social Welfare Information System and its supporting applications. While the authority for the management of raw data (raw data) remains fully owned by the Ministry of Social Affairs.

Target Completed in 2019

Khofifah hopes, with the development of SKSTN management of Social Welfare Database become integrated nationally.

Thus, SKSTN can be a solution as well as a reference to providing data for social welfare programs at all levels. SKSTN has a number of advantages including the accuracy of data is guaranteed, the update is done periodically, as well as processing and data services are maintained.

“With the development of this new system is expected to minimize the deviation, misuse and improve the accuracy of the target, so that the social assistance provided by the government is really effective and appropriate to have the leverage for the realization of acceleration of welfare,” he said.

“In particular I hope that SKSTN will be a reference for CSR managers from various business world to intervene according to the interest of the institution concerned,” he explained.

Khofifah explains, currently the development of new SKSTN in the completion stage of the feasibility or outline business case (OBC). Nevertheless, when market sounding has stated a lot of interest and is considered eligible to be continued in the next stage of finalization of feasibility study, bidding, contract, and so on according to Presidential Regulation No. 38 of 2015 on Cooperation of Government and Business Entity in Infrastructure Provision. The project itself is targeted to be completed by 2019.

“The government has poured a huge budget to alleviate poverty through the formulation of social assistance and subsidies, not to bansos targeting those who do not deserve to receive bansos.At the same time the private sector and business entities are also interested to help the economic empowerment of society, Insha Allah this will be a strategic solution “he said.
