Thejakartatimes – Chairman of the General Elections Center for Access (PPUA) Disability Dra Hj. Ariani Soekanwo asserted that Law Number 8 Year 2016 concerning Persons with Disabilities is higher than the terminology of medical disability or medicine which becomes the reference of KP KPU.

In Decree No. 231 / PL.03.1-Kpt / 06 / KPU / XII / 2017 describes the Standard Technical Guidelines for Physical, Spiritual Ability and Physical, Spiritual and Narcotic Drugs Abuse Standard in Pilkada.

This statement was submitted Ariani when submitting statement of attitude of Disability PPUA to member of commissioner of Central KPU Ilham Saputra Monday afternoon (22/1/2018) at Central KPU office, Jakarta.

“We ask the Central Election Commission to revise SK. 231 KPU, at least February 12, 2018 or equal to before entering the stages of determining the candidate pairs in the 2018 elections, “this blind person demanded to the KPU.

This statement of stance is conveyed to ensure that the principle of the 2018 elections is accessible and ensures equal rights and opportunities for all citizens including persons with disabilities to exercise their political rights, namely the right to vote, the right to be elected and the right to become electoral organizers.

Heppy Sebayang, SH (47), a colleague of disability Ariani, read the statement of the attitude of PPUA Disabilitas and really hoped that the KPU will follow up in order to prevent further problems related to the implementation of regional head election.

“Decree of the KPU no. 231 should be revised so that the election process of candidacies gives opportunity to disability and does not violate the upper legal provisions, “said Chairman 1 PPUA Disability.

He stressed that the decision of the KPU regarding the decision of a candidate for a regional head is judged to be eligible or not, should be given not only to include the health team.

But also a team that better assess the ability of candidates to observe, analyze, make decisions and communicate them, not just a medical standard that is physical as determined by the Indonesian Doctors Association (IDI).

While KPU commissioner Ilham Saputra responded to the statement of the attitude submitted by PPUA Disabilitas that the provisions in the Decree of Technical Guidance (Juknis) of KPU no. 231 / PL.03.1-Kpt / 06 / KPU / XII / 2017 solely because KPU errs.

Consequently, Ilham will ensure that the KPU has the maximum access to persons with disabilities to cooperate with the KPU in order to prevent provision in elections that discriminate against persons with disabilities. According to him, there is no intention in making SK Juknis this. Negligence occurred due to the many work of the KPU.

“In principle we are ready to revise this SK 231. We will revise immediately, so that people with disabilities will get public access again, “said Ilham.
